| New mowers less labor-intensive
Americans have a love affair with lawns. The desire to have some part of the yard in a lush green carpet of grass apparently still justifies the sacrifices many are willing to take to make it so. For starters, lawns require a great deal of water, chemicals and, especially, time to keep them looking their best. And the act of mowing commands much of that. Yet in spite of technological, time-saving improvements, a small group of ambitious souls still choose to cut their lawns using an updated version of the old motorless, push reel mower. In fact, they are making a comeback. Although certainly not time-saving, they are a great way to combine exercise while minimizing the environmental impact of noise and air pollution for which gas-powered mowers are known.

"It's like we just got all the holiday stuff put away, then I've been doing all this stuff to do with taxes, and I'm feeling like as soon as I'm done with all that, I really want to do some things for spring," says Diane Stege, co-owner of Eyedia in Louisville, Ky. The first step to giving rooms a spring lift, she says, is to declutter. Get rid of all mail, magazines, gloves, etc., maintaining a chokehold on your rooms. Then seriously clean. "That way, everything smells clean," she says. Color correction Winter, besides being so cold, is so monochromatic. Gray skies. Dirty snow. Dark branches. The antidote is color. "Color is huge. It has such a big impact," says Lynn Shouse, owner of The French Chicken in Middletown, Ky. She also helps clients redecorate with what they already own.
Ted blames DPWH
MANDAUE City Mayor Thadeo Ouano yesterday said that the program of works and estimates (POWE) the City Government submitted earlier to the Department of Public Works and Highways (DPWH) bore slight alterations. Although the same total was reflected, the other specifications were changed and, according to Ouano, the DPWH altered the figures City Hall submitted. With the changes, Ouano believes the POWE Mandaue sent to the DPWH wasnt used. That means the City Government was not involved in the alleged overpricing of the P368.5-million lamps and streetlights bought for the Asean summit last January.
