Ice snaps lamps along city's river walk

ABOUT 30 decorative lamps that illuminate the Assiniboine river walk are lying toppled and broken along the riverbed this weekend, after nearby residents said the metal posts were snapped by river ice during the spring breakup.

Several angry Osborne Village residents told the Free Press they're wondering why city crews didn't take the light standards down, as they did last March.

The light standards from the Osborne Bridge to the Main Street Bridge were put back later last year after flooding of the river walk ended.

"I was looking at the lights two or three days before the water rose, and I thought, 'There's going to be trouble,'" said an Assiniboine Avenue resident, who did not want his name used.

"The ice just pushed them over -- snap, snap, snap."

Saturday morning, city crews working near the flooded river walk said the approximately 2.5-metre-tall light standards are usually removed every spring to prevent ice damage.

The U.S. Consumer Product Safety Commission (CPSC) and the Poison Prevention Week Council are kicking off National Poison Prevention Week (March 18-24) to educate and inform consumers of the dangers associated with unintentional poisonings. From 2002 through 2004, about 36 children younger than 5 died each year as a result of ingesting poisonous substances found in and around the home. In 2005 about 91,000 young children visited hospital emergency rooms and more than one million calls were placed to poison control centers as a result of unintentional poisoning.

ATV’s on Municipal Streets and Highways

There seems to be come confusion and abuse of Regulation 316 regarding the use of ATVs on public roadways. The following is provided to help clarify that use. "Highway", includes a common and public highway, street, avenue, parkway, driveway, square, place, bridge, viaduct or trestle, any part of which is intended for or used by the general public for the passage of vehicles and includes the area between the lateral property lines thereof; ("route") According to Regulation 316 of the Highway Traffic Act the following limitations apply to ATVs on highways. The ATV must have: 4 wheels, steering handlebars, a seat designed to be straddled by the driver, designed to carry only the driver- no passengers, low pressure tires, White lamp(s) showing to the front and in use when on a highway, red lamp(s) to the rear, reflectors.
